The bid notice states that for horizontal directional drilling (HDD), it o be completed by an experienced contractor. The contractor shall submit a work plan prior to beginning work which outlines the procedure and schedule to be used while construction is in progress. The work plan must include specific equipment to be used, list of supervisory, technical, and general personnel to be utilized during the project. Any permits required but not limited to erosion sediment control plan, traffic control plan and trench shoring plan to be submitted.

The delivery deadline is specified as EOC submit at the time of material delivery.

The contractor shall provide and maintain an inspection system acceptable to the government covering the supplies herein.

There is no indication of a required or optional site visit.

The contract shall begin once an approved purchase order has been received by the Department of Land and Natural Resources, Division of State Parks. Work will commence within ten 30 calendar days of the date of the notice to proceed issued by the Department of Land and Natural Resources. The contract end shall be when payment has been received by the contractor from the State of Hawaii, Division of State Parks.

Offeror must also have a permanent office location in Hawaii where he/she will be accessible to telephone calls regarding complaints or requests that need immediate attention. Offeror shall have adequate equipment and number of employees to perform and complete the work specified herein within the period specified if awarded the contract. Offeror must possess and provide a contractor a license.

The bid notice mentions that failure of the contractor to provide and keep in force required insurance shall be regarded as material default under this contract, entitling the state to exercise any or all of the remedies provided in this contract for a default of the contractor. It also states that the contractor shall reexecute any work that fails to conform to the requirements of the contract and shall immediately remedy any defects due to faulty workmanship by the contractor. Should the contractor fail to comply, the state reserves the right to engage the services of another company to perform the services and to deduct such costs from monies due to the contractor.

Prior to submittal of an offer, offerors may inspect the location to familiarize themselves with existing conditions, rules and regulations, and the extent and nature of work to be performed. Offerors may meet on site on 5/11/26 at 8:00 am with State of Hawaii Contract Administrator to address questions and concerns.
