Timber Harvesting Government Bids & RFPs

The St. Johns River Water Management District is seeking respondents with at least three years of experience in harvesting cabbage palms. The selected respondent will harvest, remove, and transport palms from district property, and purchase them at the bid rate. The contract has an initial term of two years with three optional 12-month renewals. The district does not guarantee the quantity, size, or quality of available palms.

This is a combined synopsis/solicitation for commercial items for Everton Creek Timber Sale Preparation. The work involves approximately 413 acres of commercial thinning and includes stand boundary layout, marking, and sample tree cruising. Marking requires specific tracer paint, and cruising requires a certified cruiser. This acquisition is a total small business set aside.

The sale area has damage from spruce budworm and windthrow, particularly in payment units 1 and 4. The purchaser should harvest the wood as soon as possible. The Department of Natural Resources is not responsible for any further damage or deterioration due to delayed harvesting. Road construction and maintenance are specified, including stream crossings with timber mat bridges or portable bridges. Slash and earthen piles must be leveled. Timber removed for construction will be decked separately. Road closure requirements include blocking new roads to vehicle traffic within 30 days of hauling completion. Hauling may be restricted during wet weather. A presale conference is required prior to operations. Cutting, skidding, and hauling are limited to specific periods in certain payment units due to wet conditions. Timber mats or composite mats may be required for road or skid trail protection. Decking and landing areas must be restored. Rutting restrictions are in place, with operations ceasing if ruts exceed specified depths. Skid trails on slopes should be avoided or left in a non-erodible condition. Raptor nests must be protected. Caution signs must be posted and maintained on specified roads. Damaged or non-returned timber mats will incur charges of **** per mat, and composite mats will incur charges of $2,**** per mat.

Purchaser must harvest damaged timber as soon as possible due to ice storm damage. No extensions will be granted on the contract. Roads must be maintained and graded within 60 days of completion of hauling or if no hauling occurs for 60 days. Road construction and maintenance must minimize environmental and visual impacts. Slash and earthen piles must be leveled. New roads must be blocked to vehicle traffic upon completion. Slash or tree tops may not exceed 24 inches in height. Oak wilt restrictions apply from April 15 to July 15. Decking and landing areas must be restored. Rutting of roads and skid trails exceeding 12 inches in depth and 50 feet in length will result in operations ceasing. Raptor nests must be protected.
