This pre-solicitation notice seeks architect and/or engineering (A-E) design services for upgrading
surgery air handlers at the Omaha VA Medical Center and replacing/upgrading air handlers at the Grand Island CBOC. SF 330s are due April 7, 2025, at 10:00 AM (CT). The notice specifies that the selection will be made based on demonstrated competence and qualifications, and that the contract will be awarded to a service-disabled veteran-owned small business (SDVOSB) contractor. The total cost of the contract for A-E services must not exceed 6 percent of the estimated cost of the construction

The awarded A-E firm will prepare drawings and specifications in sufficient detail that qualified outside general contracting companies can prepare accurate and timely proposals for the desired work. The medical center must remain operational throughout the construction period. Submission requirements include an SF 330, customer reference list, bidding records, and a
project workload schedule. Acceptable electronic formats for submission are specified. The VA will utilize a selection criteria based on factors 1-5 (equal importance) and factors 6-7 (less importance). No fax or paper/CD responses will be accepted. Personal visits will not be entertained.
